Before you pan-fry the fish in a frying pan, lightly coat it with flour to give it a crispy texture. Mince garlic, ginger, and scallions in a food processor. In a bowl, gently combine garlic mixture with ground beef and salt. Dip the rice ball in beaten eggs, then coat with panko.
